The 9th Circuit Court of Appeals just ruled that Americans have no right to carry a gun outside their homes. That means that 44% of Americans live in states with no Constitutional right to carry a weapon.

With Justice Scalia's passing, it is literally impossible for the Supreme Court to overturn this radical ruling.

Either the Supreme Court will remain deadlocked and the ruling will stay in place, or Justice Kennedy will side with the liberals and force this reinterpretation of the 2nd Amendment onto the entire country!

The 9th Circuit Court of Appeals just ruled that the "right to keep and bear arms" does not protect a right to carry a weapon, even though the Supreme Court ruled in 2008 that is exactly what the wording means.

Today, four different Circuit Courts have determined that the 2nd Amendment applies only within the home.

Americans in California, Nevada, Arizona, Oregon, Washington, Idaho, Montana, Vermont, New York, Connecticut, Pennsylvania, New Jersey, Delaware, Maryland, West Virginia, Virginia, North Carolina, and South Carolina now have no constitutional right to self-defense outside the home.

There are 138,417,201 people who live in those states. This accounts for 43.8% of the entire United States population.

You can no longer ignore this. Americans are being disarmed by unelected judges at an alarming rate.

In the mid-2000s, you, your colleagues, and your predecessors passed the Law Enforcement Officer Safety Act. This bill created a federal license so that retired and trained law enforcement officers could get a license to carry a concealed weapon nationwide.

Retired police officers who apply to this program need to have a clean record, they need to have significant training, they need to pass a marksmanship test, and they are subject to regular testing in the future.

There is no reason not to open this program to civilians. If a civilian has a clean record, undergoes weapons training equal or greater than that offered to police, and can pass the same marksmanship evaluation, then they should absolutely be allowed to carry a concealed weapon across state lines.

Right now, there's a number of concealed carry reciprocity bills languishing in Congress. You must pass these bills. Attach them to one of the must-pass spending bills you're voting on in the coming weeks, if you have to.

But for those behind the gun control Iron Curtain, living in states that don't recognize the right to carry, you must pass legislation to protect their right to self-defense outside the home!
