In 3-weeks time, the United Nations Climate Treaty will enter into force worldwide. The treaty needed 55 countries contributing at least 55% of emissions to ratify before it could go into effect. The EU and India just put the treaty over the top.

You and your colleagues never ratified this treaty. In fact, the White House has deliberately not presented the treaty to you for ratification.

They firmly believe that it is not necessary to abide by the Constitution and receive Congressional consent for an international treaty like this to become American law.

They are wrong.

The President has pledged $3 Billion to the UN to help other countries implement this climate treaty. Obama can't get you to pass environmental regulations here, so he is using unappropriated taxpayer money to finance the regulations' implementation abroad. Meanwhile, the EPA is implementing its own regs to bring the US in-line with the requirements laid out in this emissions-reduction treaty. All without your consent.

The Constitution is very clear. International treaties require Congressional consent and ratification. What Obama is doing is, by definition, unconstitutional.

You have to put an end to this. Over the past couple of weeks, you and your colleagues have been negotiating over next year's budget. It is absolutely imperative that you defund any and all attempts to unconstituionally finance and implement this international treaty.

You swore an oath to defend the Constitution against all enemies, foreign and domestic. If you allow this to continue or if you step aside and allow the President to shred the Constitution to implement his agenda, then I will have no choice but to label you an enemy to the Constitution and to vote accordingly...
