Unbelievable: Obama Signs Another UN Treaty Without Congress

For the fourth time in three years, Barack Obama has signed onto an international treaty without Congressional approval.

This time, Obama and Kerry have edited the Montreal Protocol, a treaty that Congress ratified back in 1988, to add new environmental regulations that Congress never approved of.

They believe that because Congress signed off on it in 1988, they have the right to edit it however they want. They are wrong.

Anything not in the 1988 version of the Treaty must be put up for a ratification vote to become binding. But the Obama administration has already started implementing these changes without even seeking Congressional ratification.

This is UNCONSTITUTIONAL and it must be stopped!

Last night, John Kerry met with world leaders in Kigali, Rwanda to discuss new efforts to reduce climate change emissions.

They arrived at a compromise and nearly 200 countries signed off on heavier restrictions for greenhouse gases.

At the end of the meeting, John Kerry celebrated this new BINDING agreement and US delegation sent the new treaty off to the EPA for immediate implementation.

Why do they think they can implement this new agreement without Congressional approval?

Well, back in 1988, your predecessors ratified the Montreal Protocol. Last night, Kerry and the majority of the world voted to amend that treaty to make it more restrictive.

Obama now believes that was sufficient. He believes that he can amend an agreement that Congress ratified almost 30 years ago and that he doesn't have to put the amendments up for a new ratification vote.

If the treaty does not resemble what Congress approved in '88, then it has not been ratified according to the US Constitution.

This is now the 4th UN treaty that Obama has signed off on without Congressional approval. Each time, you and your colleagues send him a sternly worded letter and he adjusts his strategy to take advantage of other loopholes.

This is a big deal. If the President believes that he has the power to edit agreements that Congress previously ratified, then he would have the power to literally inject any part of his agenda into these treaties.

What Obama is overtly saying is that if the majority of the world agrees with him, then Congress doesn't matter.

You have sent enough sternly worded letters. You have delivered enough threats. It is time to act on them!

If you won't pull the rug out from under this unconstitutional plan, I will have no choice but to vote you out of office.
