The Hearing Protection Act is the most-viewed legislation on Congress' website.

It would remove silencers and suppressors from the purview of the National Firearm Act of 1934.

This is a health issue. Even in some of the most anti-gun countries in Europe, suppressors are unregulated. They are considered a safety feature and a common courtesy to cut down on noise pollution.

But the Hearing Protection Act is also about shutting down an oppressive and excessively costly bureaucratic program within the ATF.

When the NFA passed in 1934, it was designed to prevent the poor and middle class from being able to purchase certain types of firearms and accessories. Anyone who wanted to own one of these "restricted" guns had to pay a $200 tax. To put that in perspective, $200 in 1934 would be worth over $3,500 in today's money. But, Congress didn't peg the tax to inflation so it still costs $200 to this day.

If someone wants to purchase a suppressor, they need to mail in $200 check and then wait 8-10 months for the ATF to process their background check. By comparison, the FBI is able to process their instant firearm background checks in 15-30 minutes and only charges a couple bucks.

Last week, ATF Associate Deputy Director Ronald Turk published a white-paper report detailing all of the necessary changes to the country's gun control laws and regulations. One of the changes he called for was the deregulation of suppressors.

While suppressors might have been taboo in 1934, they are now legal to own and use in 42 different states. There is no reason to force gun owners to jump through these meaningless hoops.

The Hearing Protection Act would remove suppressors and silencers from the purview of the NFA. Instead, they would be treated like firearms and citizens would be forced to pass the FBI's instant background check in order to purchase them.

Instead of spending millions of dollars for the ATF to perform redundant background checks, those agents could be reassigned to investigate actual crimes.
