We just received a massive announcement from the DC Court of Appeals. The full court refused to grant an en banc hearing to overturn the three-judge panel's ruling against the city's concealed carry ban.

What that means is that the ruling is locked in. The DC Circuit Court of Appeals has officially ruled that it is unconstitutional for Washington DC to require concealed carry permit applicants to prove a "good reason" to need to defend themselves in public. The District Attorney General is now moving forward with an appeal to the Supreme Court.

In the past three years, there have been similar cases petitioned to the Supreme Court. Each and every time, this Court voted to leave similar unconstitutional gun laws in place. They left carry bans in place in Maryland, New Jersey, New York, California, and Hawaii.

If this case reaches the Supreme Court, Anthony Kennedy will be the deciding vote on whether Americans have a right to carry or not. This is unacceptable, especially given the legislation currently collecting co-sponsors in Congress.

The Concealed Carry Reciprocity Act would pre-empt the Supreme Court and make concealed carry legal in all 50 states. If someone has a valid a concealed carry permit in one state, they can use it to carry in every state. If they live in a permitless or constitutional carry state - where law-abiding residents can carry a concealed weapon without a permit - then they can do the same nationwide.

And if someone lives in a state like New Jersey or California and cannot convince their state to let them carry a firearm in public, the Concealed Carry Reciprocity Act would allow them to use a non-resident permit from Utah or Florida to carry nationwide, including in their home state. That provision would essentially dismantle every concealed carry ban left in this country.

The Concealed Carry Reciprocity Act now has 213 co-sponsors in the House and similar legislation has 39 supporters signed-on in the Senate. However, neither have received a hearing or vote because Paul Ryan and Mitch McConnell don't think the "timing is right."

The truth is we are running out of time. If the Supreme Court rules against the 2nd Amendment before you pass this bill, it could be over. But if you pass the Concealed Carry Reciprocity Act into law first, then you will pre-empt the courts from ever trying to get rid of the right to carry!

The time is now. You need to force a vote on this common-sense bill. If that means using a discharge petition/resolution, so be it. We cannot afford to wait any longer.
