The House voted 231-198 to pass the Concealed Carry Reciprocity Act, a bill that would restore the 2nd Amendment and allow law-abiding Americans to bear arms nationwide.

But already, GOP leadership in both chambers are considering ditching a key provision from the final bill that would reach President Trump's desk.

Right now, California, New York, New Jersey, Maryland, Hawaii, Massachusetts, Connecticut, Delaware, and Rhode Island maintain what is called "may issue" carry laws. That that means is even if you pass all the tests and are a perfectly law-abiding citizen, the police chief still only may issue you a permit. These states currently house 26% of the American population, meaning that 1 in every 4 Americans are having their 2nd Amendment rights trampled on.

While Rhode Island, Connecticut, and Delaware are not as strict, the rest of these may-issue states have crafted their laws in such a way that it is impossible for average Americans to be approved. They have created de-facto bans. Not surprisingly, these states also refuse to honor any other states' carry permits.

HR 38, the Concealed Carry Reciprocity Act fixes this by requiring every state to honor every state's permits. This makes sense. The Supreme Court has ruled that the right to "bear arms" refers to a right to carry a firearm for self-defense. It is nonsensical to think that the 2nd Amendment would only apply to one's home state.

But the bill goes even further. Many states offer non-resident carry permits, meaning that you don't have to be a resident of a state to receive a permit to carry there. HR 38 extends full nationwide reciprocity to those permits as well.

That means that when a law-abiding citizen is arbitrarily denied a carry permit in, say, New Jersey, they could take the class for a Florida non-resident permit and then use that to carry nationwide... including in New Jersey. This bill would dismantle may-issue permitting schemes for good.

It is not surprising that this is also the first provision to find its way onto the chopping block. GOP leadership in both chambers are already discussing dropping this provision should a bill make its way to conference. This is pathetic.

I am writing to you to demand that you get this bill to reach President Trump's desk. Passing it in the House means nothing if it is shelved in the Senate or watered down to leave 26% of Americans disarmed.

A right delayed is a right denied. You need to do everything in your power to see this bill reach President Trump's desk as-written and restore the 2nd Amendment for ALL law-abiding Americans!
