This week, President Donald Trump announced that the State Department is beginning the formal process of withdrawing from the United Nations' Paris Climate Treaty.

As you know, Barack Obama violated the constitution when he signed onto this treaty. The Constitution's Treaty Clause clearly states that in order for any international treaty to become law, the President must receive the advice and consent of Congress. Specifically, it requires a two-thirds ratification vote in the Senate.

Obama never even put the treaty up for a vote. And yet, he signed the treaty anyway, began implementing its terms by executive order, and pledged $3 billion to help the UN implement the agreement abroad.

And when Obama signed, he agreed to certain terms. In order for the United States to withdraw, the government has to send the UN two notification letters. The first can be sent next week, but the final notification cannot be sent until November of 2020. Until that final letter is delivered, the United States is stuck in the Paris Climate Treaty.

Now that Trump is sending the first notification, many of your colleagues are desperate to stop him from finishing the process.Over the next two to three weeks, you must pass 12 appropriations bills to keep the government funded. One of those bills is H.R. 2938, the Department of State, Foreign Operations, and Related Programs Appropriations Act of 2020.

Tucked away in that bill are two amendments designed to make Obama's treaty signature permanent. The first amendment is found in Section 7060(b)(1)(C) and authorizes the State Department to use my tax dollars pay the remaining $2 billion that Obama promised the UN, but could not deliver before leaving office.

But the bill doesn't stop there. Section 7060(b)(1)(D), if passed, would block Trump from ever being able to send the final withdrawal letter to the United Nations. It reads that,

"None of the funds appropriated or otherwise made available by this Act, or prior Acts making appropriations for the Department of State, foreign operations, and related programs, may be used to provide formal notification under Article 28 of the Paris Agreement of the withdrawal of the United States from such Agreement."
This amendment is designed to use Congress' Power of the Purse to prohibit even a cent of Federal funds from being used to notify the UN that we are withdrawing. So not only would we have to continue paying into this wealth redistribution scheme, but Obama's signature would become permanent...
I am demanding that you kill both of these amendments.

Please listen to me: You will not be able to get away with pushing these provisions through. I am watching you. If you allow either of these amendments to pass, you will pay the price.

Your colleagues are trying to sidestep the Constitution to surrender even more of our sovereignty to the United Nations. If you vote for this legislation as-is, or do anything to help them pass these UN surrender provisions, I will not rest until you are removed from office.
