Barack Obama had absolutely no right to sign the United States onto the United Nations' Paris Climate Treaty. He never put the treaty to a ratification vote and broke the law when he implemented and funded it through executive action.

President Trump has announced that the US will withdraw from the treaty, but under the terms that Obama signed, that formal withdrawal cannot come until November 4, 2020.

This date was chosen to make it harder for Trump to tear the agreement apart. The Obama administration wanted to make sure that even if Trump won, he would have to win a second term too in order to fully withdraw from the agreement.

That failsafe used to be enough for your liberal colleagues. But now that the polls show Trump is more and more likely to win a second term, they are starting to freak out.

They have slipped a one-sentence amendment into the House's State Department, Foreign Operations, and Related Programs Appropriations Act that would block the President from withdrawing from the agreement. It reads,

"None of the funds appropriated or otherwise made available by this Act, or prior Acts making appropriations for the Department of State, foreign operations, and related programs, may be used to provide formal notification under Article 28 of the Paris Agreement of the withdrawal of the United States from such Agreement."

This is exactly the kind of poison pill that was supposed to be dropped in the debt ceiling deal. But Progressives are refusing to honor the agreement. They are demanding that this provision make it into the final bill.

Obama had absolutely no right to sign this treaty. He knew that he didn't have the two-thirds votes to ratify it, but he signed it anyway. This amendment, however, would bypass the Constitution's Treaty Clause and make the agreement permanent with just a simple majority vote instead.

This is exactly what the Founders worried. The Treaty Clause exists for exactly this reason.

When you were sworn in, you took an oath to support and defend the Constitution.

Now is the time to honor that oath...
