Since 1976, Presidents have declared 59 national emergencies. Most of them were hardly national emergencies. They were designed to help foreign countries deal with their problems.

Donald Trump, however, used the National Emergencies Act to actually deal with an American emergency. He reprogrammed Pentagon and DOJ funding, most of it earmarked for drug interdiction programs, to move forward with the border wall project. The Supreme Court has already ruled that this was legal and constitutional.

Then, the President this week moved an additional $3.6 billion from the Pentagon's military construction budget. Again, this is completely legal and constitutional.

Your colleagues tried and failed to revoke this national emergency order earlier this year. They fell just a few votes short of being able to override Trump's veto. Now, they are back with a two-pronged plan to end border wall construction once and for all.

Their first step is to revoke the border wall funding. Section 227 of the Homeland Security Appropriations Act would ban all Federal funds from being used on border wall construction next year. The 470 miles of new border wall that is planned for next year would be outlawed.

But that isn't apparently good enough for your open border colleagues. They want to make sure Trump can never declare another border emergency. Mitt Romney and Mike Lee just introduced the Article One Act. This legislation would change the National Emergencies Act to give Congress the power to revoke a national emergency with just a simple majority. The President would no longer have the power to confront the real emergencies facing the country unless Congress approves of it.

For the past three years, Congress has been playing politics with our national security. Democrats and Republicans have deliberately tried to block President Trump from building the wall because they want to defeat him politically.

The Border Wall never used to be controversial. Bush built border fencing. So did Obama. But when Donald Trump tries to secure the border, he is accused of being a racist and a tyrant.

The threat to the country is real. Every day, Americans are victimized by the drugs and crime that pours across our unsecured border. Their suffering is not a manufactured crisis... it is real.

But now there are two bills coming up for a vote that would outlaw all border wall Construction. I am demanding that you kill them both.

You must strip out the poison pill in Section 227 of the Homeland Security Appropriations Act and protect the border wall from being defunded. But you also need to kill the Article One Act as well and make sure that the President has the power to protect the American people when Congress refuses to.

I will say it again: Securing the border should not be political. But far too many in Congress would rather hold our national security hostage so they can score political points against the President.

Any Congressman or Senator who dares vote for either of these bills will be removed from office. That is a threat.
