Each state has different requirements for people looking to apply for absentee ballots. Unless they are bedridden, many require voters to apply for a mail-in-ballot in person and provide a driver's license to prove their identity and mailing address. This is to make sure that the person applying for an absentee ballot is who they say they are.

States also have a secondary security measure, requiring absentee ballots include witness signatures attesting that the voter is who they say they are.

Pelosi's Section 160004 amendment would abolish both of these protections. The legislation, if passed into law, would make it illegal for states to verify a vote-by-mail voter's identity when applying or returning a ballot.

This would literally render state-level voter ID laws powerless. Anyone looking to bypass a state's voter ID law could do so simply by voting by mail...
